Characteristics and Marks of the term

The 7th National Assembly was organised and operated on the basis of the 1980 Constitution. The National Assembly brought into play its role as the top state power body in consolidating and perfecting the collective mastery, promulgating legal documents to make the Constitution concrete, and gradually building a complete legal framework to create a premise for the State to manage all political, economic and socio-cultural activities in line with the Constitution and laws. The legislature approved several important laws, such as the Law on the Organisation of the National Assembly and State Council, and the Law on the Organisation of the People’s Court.
In addition to laws on the organisation of the State apparatus, promulgated in line with the 1980 Constitution, for the first time the National Assembly promulgated the Penal Code and the Law on Marriage and Family.
The 7th National Assembly, the first in the renewal period, stepped up the law-making work and intensified supervision over and decision on other important issues to meet the requirements of the country’s all-round renewal. The legislature defined the principles and orientations of building a multi-sectoral commodity economy operating in the socialist-oriented market mechanism controlled by the State.
The 7th National Assembly took advantage of inter-parliamentary forums to voice Vietnam’s viewpoint and stance and show support for peace initiatives that ensured humanity’s common security, thus contributing to raising Vietnam’s role and position and performing its international missions with other countries in the region and the world.

* First session in Hanoi from June 24 to July 4, 1981

+ The National Assembly set up the Council for Ethnic Affairs and committees, including: Law Committee; Committee on Economic Affairs, Planning and Budget; Committee on Culture and Education; Committee on Science and Technology; Committee on Health and Social Affairs; Committee for Youth, Adolescents and Children; and Committee on External Relations.

* On June 27, 1985, during the ninth plenary plenum (from June 21-27, 1985), the National Assembly passed the Penal Code.

* On December 29, 1986, at the 12th plenary session (from December 23-29, 1986), the National Assembly passed the Law on Marriage and Family.

The seventh National Assembly lasted six years (1981-1987), with 12 sessions.
