Characteristics and Marks of the term

The second National Assembly operated at a time when the country remained divided. Under the leadership of the Workers’ Party of Vietnam (now the Communist Party of Vietnam), the Vietnamese people performed the two strategic tasks of completing national liberation and building socialism at the same time. The north began building socialism and conducted the anti-American resistance war for national salvation together with the south.
The second National Assembly’s activities made important contributions to fulfilling the task of building and restoring the economy in the north and stepping up the fight for liberation in the south; implemented policies suitable to democracy, and cared for material and spiritual lives in especially-disadvantaged conditions; thus helping ensure the efficiency and effectiveness of the State administration in the cause of socialism building in the north, national liberation in the south, and reunification.
During four years of operation, the second National Assembly convened eight sessions and the National Assembly Standing Committee, 72. The National Assembly passed five key laws regarding the organisation of State agencies at the central and local levels, namely the Law on the Organisation of the National Assembly, the Law on the Organisation of the Government Council, the Law on the Organisation of the People’s Court, the Law on the Organisation of the People’s Procuracy, and the Law on the Organisation of People’s Councils and Administrative Committees at all levels. The National Assembly passed 261 resolutions and ordinances to perfect the State apparatus, uphold people’s democracy, and protect the State and the citizens’ interests in line with the 1959 Constitution.
The National Assembly’s external activities became increasingly diverse in political, economic and cultural areas. The legislature focused on condemning the escalation of war and destruction of peace by the US and the Saigon administration, and pooled support from fraternal nations to the cause of fighting against the US for national salvation, realising peace and national reunification.

The National Assembly adopts the first five-year plan (1961-1965). The north will build material and technical infrastructure for socialism, continue with socialism reform, strengthen and perfect production and improve people’s lives in all areas while strengthening and consolidating national defence, maintaining security and order for socialism building, and contributing to the fight for national reunification.
