Characteristics and Marks of the term

The 9th National Assembly was organised in accordance with the 1992 Constitution. A wide range of activities were carried out by the NA in an effective and concerted fashion with a view to implementing functions and missions on legislation and the supervision of and decisions on the nation’s critical issues. This aimed to ensure that the “Doi Moi” (Renewal) process posted great achievements that helped the country enter a new development phase.
It continued to institutionalise the Party’s platform and strategy on stabilising and developing the socio-economy set at the 6th Party Congress, and reaffirmed at the 7th Party Congress, continuing to push up the intensive and comprehensive renewal. The National Assembly promoted its role as the institution of the highest state power, while building a rules-based State of the people, by the people, and for the people.
Throughout the 11 sessions, the NA enhanced law-making activities, adopted 36 laws and 43 ordinances, and made adjustments to several sectors such as socio-economy, security, defence, and organisation of administrations at all levels, among others.
The stipulation on the right to self-nomination for the National Assembly election and specific regulation on NA deputy’s standards in the 1992 law on election of NA deputies marked an important milestone in the election mechanism. They shaped the necessary legal foundation to ensure democracy, and facilitated eligible candidates to exercise their right to self-nomination so they can make active contributions to the NA’s activities and the nation’s development.
A range of ordinances that created the legal basis to form a stable environment suitable for the development of all economic sectors were promulgated. Those included the Land Law, the Law on State-owned Enterprises, the Law on Cooperatives, and the Law on Enterprises and Bankruptcy, among others.
At the same time, the NA Standing Committee promulgated many other ordinances, with the most noticeable being one regulating the honourable title of “Vietnamese heroic mother” and another on preferential treatment to people with meritorious service to the revolution, martyrs’ families, invalids, sick soldiers, and people assisting the revolution.
