Hanoi (VNA) – National Assembly (NA) Chairman Vuong Dinh Hue has lauded the full and straightforward answers by Minister of Planning and Investment Nguyen Chi Dung to questions raised by NA deputies on November 12, and asked the Government, Minister Dung and leaders of relevant ministries and agencies to study the deputies' ideas to handle problems related to the four major issues.

Firstly, the Ministry of Planning and Investment (MPI) should immediately start working with other relevant ministries and sectors as well as NA agencies to assist the Government in building, issuing and implementing a master plan on post-pandemic economic recovery and development.

The NA chairman underlined the necessity to design risk management programmes to make sure that the mobilisation and distribution of resources are implemented in an open, transparent and effective manner, preventing losses, wastefulness as well as vested interest and negative phenomena during the allocation and use of supporting packages.

Secondly, the MPI should focus on speeding up the disbursement of public investment capital and the progress of national key projects.

Hue urged the ministry to provide consultation to the Government on defining specific responsibility of organisations and individuals involved in public investment disbursement, with a view to speeding up procedures of investment preparations, capital allocation, disbursement and balancing.

It is necessary to roll out stronger and effective solutions to reach the target of 90 percent in public investment disbursement in 2021, and completing 100 percent of the allocation and disbursement estimate assigned by the NA, he stressed.

Thirdly, the NA leader reminded the MPI to propose to the Government measures to promptly build national as well as regional and provincial master plans for approval in line with the Planning Law.

Particularly, the master plan for the Mekong Delta region’s development should be completed before December 2021, he underscored.

Finally, the top legislator asked the ministry to make careful preparations for national key projects in the time to come, with the gathering of ideas from the State Audit Office. It is crucial to consider the feasibility of the projects, especially issues related to capital mobilisation, he said./.
